Opening Address |
It gives me great pleasure to have been invited to make an opening address on
the occasion of the Second Annual Conference of Development Policy Management
Forum on “Democracy, Civil Society and Governance in Africa”.
The theme of the conference is both important and timely. It is important in that the democratization process in Africa
is becoming increasingly participatory. Furthermore,
the rule of law is enshrined in the constitutions of many countries in Africa
today. The complementary role that
civil society organizations can play in Africa’s development is being
recognized. And governance does not
merely mean government. Good
governance, inter alia, means the framework of rules, institutions and
established practices that set limits and provide incentives for the conduct of
individuals, firms and organizations. Democracy, good governance and peace are
essential pillars for Africa to decide the course of its destiny.
In this context, this conference is very timely so that, together, we can
review progress made and draw lessons from experience.
I would like to congratulate the conference organizers for selecting a
very relevant theme to deliberate and reflect on Africa’s realities and
aspirations.
