Capacity Building Workshops of Senior Policy Implementers

The civil service is a core institution and is critical for the success or failure of both political and economic reforms. A competent, well trained, democratically conscious and politically neutral civil service is essential for the consolidation of democracy and good governance as well as for economic growth. In particular enhancing the capacity of senior civil servants in the management of the policy process is necessary during the period of political transition and economic reforms.

Both theory and experience indicate that policy management, to be efficient and effective in sustaining development, must be closely linked with the wider environment - socio-cultural, economic and political environments. In particular the link between policy management and democracy and governance, is crucial. The capacity building workshops are thus designed to play an important role of sensitizing the senior civil servants to cope with this changing environment.

Proposed themes to be in-corporated into each of the workshops will be:

Institutionalization of Democracy and Good Governance.
Management and Resolution of Conflicts and Post-Conflict Reconstruction.
Adapting and Incorporating Organizational Principles and Operational methods from the Corporate World.
Strategic Thinking and Long Term Planning.
Proportion of participants: Policy Makers - 50%
Civil Society Leaders - 25%
Researchers & Training Institutes - 25%
